    3. As war winds down, mortals are placed in deliberate suspension while judgment can be passed on/for them

    1. Mortals are forcibly entered into a special physical region of the 4W
    2. An artificial history imbued with divine spark that is meant to be educational is created for that special area
    3. Amnesia is awarded to most mortals, though some are instead infused into the history (no physical form) as judgment
  11. The Gardenborn Consult
    1. The Gardenborn consult and consider the failure and success of the 4W, coming up with specific guidelines and rules for the 5W; these become the Precepts of the 5W and when they become imbued with spark become the 5W
